Manage core Atoll work from remote agents

Remote Atoll agents can now manage more of the work that connects strategy to execution through typed MCP tools. They can archive and restore issues, inspect dependency chains, create projects, create and update goals and KPIs, and manage labels and subtasks.

Agents can also read the strategy audit, organization activity, and notifications, acknowledge a notification, and add a board column. These actions use Atoll authorization and return typed results. Human-readable issue, label, and project identifiers must resolve to one exact match.

Project deletion is available only through atoll_delete_project and requires the exact confirmation: "DELETE" value. The generic atoll_api_request tool remains private.
